Registering and ensuring a car

I know a blind person can own a vehicle but how does carrying ensurance and registration work? Does a licenced driver need to do the actual ensuring but the tital is still held by the blind person? Does a licenced driver need to be identified in order for a blind person to have the car ensured? Thanks guys. Tiffany

I don't know what the laws are now, and you will need to shop carriers, but you can basically get a type of coverage where you are the holder, and any driver you choose can drive.
Many sighted people add this sort of coverage to their vehicles which means Uncle Fred can legally drive Mom's car. Many others don't and people are driving illegally but that's another issue.
I forget the type of coverage it's called but look around, it does exist, and it's the same coverage people use to allow anyone to drive their vehicle. The expense may be higher for you because when a particular driver is insured, said driver's record and other factors are analyzed as risk factors.
This is not a blind / minority issue: insurance is basically a risk taken by a company when you get coverage, that you wont claim. What I would do is look at coverages with companies online, find out what the terms are that are used for extending it to multiple drivers, and go into the situation that way.

Now, if you want to be the payee and holder for a particular driver, you will be assuming risks good or bad based on their record. You'd have to have the cooperation of the driver, and I don't know how that would affect any other coverage they have, plus your vehicle would be tied to them as a driver.
You might be able to do this, plus pay for the extended "Anyone-can-drive-it" coverage, but there are options.
